@Anonymous ok, change the measure as below

% Total =
DIVIDE(
    SUM ( Aging[Net Outstanding] ),
    CALCULATE (
        SUM ( Aging[Net Outstanding] ),
        ALL ( Aging[G. Vencidos] )
    )
)

I would  Kudos if my solution helped. 👉 If you can spend time posting the question, you can also make efforts to give Kudos whoever helped to solve your problem. It is a token of appreciation!

@Anonymous share sample pbix file, it is not sure how these table are related, logically it should be

% =
DIVIDE ( [Net OUst.], CALCULATE ( [Net Outstanding], ALLSELECTED( Table[Provincia] ) ) )

    CALCULATE (
        SUM ( Aging[Net Outstanding] ),
        ALL ( Aging )
    )
)

Thanks, the problem is when i Select (for example Juan) the calculate has a mistake, because  the % for A:1-30 say 15.94% and the real % will be 21%.
