Hello,
I would add summary colums to the table (N_PASS and N_FAIL). There is an example in the data file. These colums are the count of the status grouped by SERIAL_NUMBER and OPERATION.
I can't create a new table with the summary. With a new table some visual filters are not working properly.

Just use these two formulae to create two columns:
new N_PASS = CALCULATE(COUNTA('Table'[STATUS]),FILTER(ALLEXCEPT('Table','Table'[OPERATION],'Table'[SERIAL NUMBER ]),'Table'[STATUS]="PASS"))+0
new N_FAIL = CALCULATE(COUNTA('Table'[STATUS]),FILTER(ALLEXCEPT('Table','Table'[OPERATION],'Table'[SERIAL NUMBER ]),'Table'[STATUS]="FAIL"))+0
Result:
