By adding +0 to a measure, it increased the number of rows.

I have the below measure as a table column (Whole Numer) and its currently displaying some empty rows where there are no public holidays.  I tried adding +0 to the end of the measure, but when I do this, it increases the number of rows of the table visual to a very large amount.  

How can I get "0" into the empty rows.

Measure: 

(4) PublicHolidays = COUNTROWS(FILTER(('Table: Public Holidays'), 'Table: Public Holidays'[Date +1] >= 'KPI Measures: Time to Fill'[(1) PositionEndDate] && 'Table: Public Holidays'[Date +1]<='KPI Measures: Time to Fill'[(2) PositionFilledDate] ))

Thanks for taking the time to try and solve my issue.  Unfortunately, both measurse still increase my row count from 103 to 721.  I may just have to have the cells empty.
