Blank values are overriding from the last year values

I have  created measures for current and previous year but some of the values which are not in the previous year are taking the values from the present year.  I have highlighted the values. please knidly help regarding this isssuue. 

Previous PC Manufacturing Cost = DIVIDE(SUMX(Sheet1,IF(Sheet1[pc_finyr]=Sheet1[min pc_finyr],Sheet1[ Total Cost ],0)),SUMX(Sheet1,IF(Sheet1[pc_finyr]=Sheet1[min pc_finyr],Sheet1[Qty in Ton Adjusted],0)),0)

Current PC Manufacturing Cost = DIVIDE(SUMX(Sheet1,IF(Sheet1[pc_finyr]=[max pc_finyr],Sheet1[ Total Cost ],0)),SUMX(Sheet1,IF(Sheet1[pc_finyr]=[max pc_finyr],Sheet1[Qty in Ton Adjusted],0)),0)

The values for last manufacturing cost/tonn are not in my dataset. The values which are not present in the dataset are taking from the current manufacturing cost/tonn.
