I am attempting to use Azure map visual. Specifically I have added a reference layer. I have uploaded a file, the problem appears to be that the Azure map visual is hitting some unknown, unpublished limit. When I use a geojson file with about 32k polygons for each US zip code, everything appears to be fine until about TX where a bunch of zip codes are not rendered. If I limit the geojson file to about 11k records, It appears to work as expected.
So it appears that there is some upper limit that when reached limits the data on the viz. But I want to see all 32k polygons, how can I get this to work?

As noted, the 30,000 feature limitation is a recognized constraint across several Azure visualization tools particularly when rendering geospatial data and is intended to maintain performance and responsiveness for large datasets. It has not been resolved yet, though I do have an open ticket. I believe the 30k limit is a product limitation that is not documented. There is documented limitation on the Azure viz of 30k, but not on the Azure reference layer.

The Azure Maps Power BI Visual can only perform geocoding on valid location data such as geographical coordinates, addresses, or place names. If no valid location data is uploaded, data layers that depend on geocoded locations, such as heat maps or bubble layers, don’t display on the map.
The data-bound reference layer appears on the map as long as the data column contains unique identifiers that match properties in the spatial file, but to ensure correct results, your data column must include valid geographic information.

Since you're able to get the data bound reference layer to work but not all polygons are rendering as expected, this looks like a bug. we recommend raising a support ticket with Microsoft for further assistance.

have you uploaded the geojson file for reference layer rendering? if that is causing an issue then can you host this. file in github and use that URL as source and check?

Yes, I have uploaded the geojson file and it renders as expected, just not completely. Hopefully these images will help demonstrate the problem:
This .geojson file has about 32k polygons, it renders most of them; but the west coast is missing a ton of zip codes.
If I filter the .geojson file for CA only, you can see that the polygons are there:
Blue polygons indicate areas with data, greyish polygons are data that exist in the reference layer but not in the data.

can you upload the full json file to github. And Instead of uploading the file replace it with the URL of the file that you uploaded to github?
I cannot, I tried to upload the file to GitHub, but it is too large. I did upload the CA version of the .geojson file to GitHub, because it is smaller, but that file did NOT work when I provided the URL (I get a "unable to load reference layer" notification).
I can get the exact same file to upload in local Power BI Desktop and render just fine. Why would it work any differently if being accessed from GitHub (URL) vs a local file upload?

As I mentioned in my previous message, in the documentation there is no mention about file size limit. So I am not sure how large the file size can be. So I suggested you to check if if it works with file URL rather than uploading falt file.
May be you can consider raising a microsoft support ticket to find the root cause
