Azure map reference layer not rendering all polygons
I cannot, I tried to upload the file to GitHub, but it is too large. I did upload the CA version of the .geojson file to GitHub, because it is smaller, but that file did NOT work when I provided the URL (I get a "unable to load reference layer" notification).
I can get the exact same file to upload in local Power BI Desktop and render just fine. Why would it work any differently if being accessed from GitHub (URL) vs a local file upload?

As I mentioned in my previous message, in the documentation there is no mention about file size limit. So I am not sure how large the file size can be. So I suggested you to check if if it works with file URL rather than uploading falt file.
May be you can consider raising a microsoft support ticket to find the root cause
