I have one table that downloads information from a Oracle DB. Because it has millions of lines, it take hours to download. The data does not change in between dates, so I created another query to download the last month numbers and I am trying to append the data. However, when I try to append both tables, it starts downloading the data again from the DB. Any solution here?
Note: I already uncheck ENABLE LOAD and uncheck INCLUDE IN REFRESH REPORT.

Unfortunately that is not possible. What you're trying to achieve is incremental updates and is enabled by default in PowerBI Report Server, not in PowerBI Pro. I know it looks like you can achieve this using this "trick" but it does not really work, i've already tried.
PowerBI in "non incremental mode" works only by full refreshes.
Maybe you can trick it by loading the non-changing data in a table created inside powerbi, but not sure if it works.
