Avoid overlap in scatter chart

Hi gopipowerbi,
I'm sorry for misunderstanding your "overlap in scatter chart" before.
By my test with your sample, It may be impossible for us to avoid the overlap because the values are same.
As a workaround, you could drag another column to the Size field and turn on the Gategory lables in Format Pane, then you could see the output below. I have test with Details and Legend.

Based the data you provided, I have made the visual below, but it seems that I cannot reproduce your scenario.
Besides, I cannot see the pictures you post secondly.
By my test, to avoid overlap in scatter chart, I suggest you could set start and end of the X axis and Y axis manually.
Then the shape should not overlap.
