Avoid chiclet slicer from collapsing

Hi Team,

I am using a chiclet slicer to filter other values in the report, however, i dont want the chiclet to collapse based on selection of other values.

One way to fix this is to create a reference and the model it as 1 - many relationship with filtering set to single. But that is causing context issues in certain calculations.

Is there any DAX code that would keep filter intact without it collapsing based on other filter selections?

Scenario: 

The values highlighted in blue are chiclet. Dont want the values in blue to filter down if a user select any value from Filter 1 or the table beside it.
