Average and Reverse Running formula pulled from Date Column

Hello 

 

I have tried building DAX to achieve following in a million combination however it is clear to me I need help as this is far from my current level.

 

I tried mainly with Calculate and Count with ALLSELECTED to apply formula across report however I cannot get it right to build following:

 

1- week number axis - reverse running total starting from first completion date (e.g. total number of Outstanding reducing) 

2- week numbers axis - running average of last 4 weeks completed (at each week)

and examples of desired outpuit with a clear description. (Dont share private data)

Use consistent filed names in the input, output and decsription so we kmow what you mean.
