August Update Issue?

Since I got the August Update, I am seeing the below even when there are not changes needing to be applied.  I then apply them anyway, and the message does not go away.  

Is this a bug?

A similar issue has been reported in the Issues forum, and you can vote on this issue.

Apply changes not working - Microsoft Power BI Community

Please rollback to previous version of PBI Desktop. If you coundn't do that, please reach support engineer by support ticket for further help.

Here is a desktop of the last few months' versions.
