I have a file of four states and their counties. ArcGIS appears to be the one map object in Power BI that will allow labeling of counties. Below is a screen capture of a short list of counties in Indiana. I defined the field County Location as a County. One thing to note is that I had to format the County Location field with the format presented below because of some counties being in more than one state. This forces the counties for the specific state.
For example, I have a reference layer of counties for the state of Indiana and a layer of the short list of counties based on data per above screen capture. The rendering is as I expect. The blue is the reference layer from ArcGIS and the orange is from the short list of counties.
However, when I try to add a reference layer for Ohio, Kentucky, and West Virginia, it seems like only two layers are allowed. Each subsequent ArcGIS layer overwrites the previously “installed” layer. Documentation I have read online states that up to 10 layers are allowable. Is there a setting in Power BI or in my profile that must be enabled to allow for multiple layering in Power BI development?

You may need to clear the cache, if you have an ArcGIS account, you can try to initialize the use of ArcGIS, reset to enterprise, the document's tutorial is described in the standard version of the specific you can refer to the documentation here:Create an ArcGIS map in Power BI - Power BI | Microsoft Learn

Will have to talk with the admin team about the Enterprise option. My online account is treated as public account and, thus, blocked for complete sign-in. Once the admin team can clear or sign-off on ArcGIS Enterprise, I'll attempt further map development using the ArcGIS features.

Thanks for posting the link. The information was very helpful, but it didn't work for me in Power BI. I resorted to doing mapping directly in ArcGIS, as well as taking some reference layer data in ArcGIS and manipulating it to create personalized reference layer data. I have a strong feeling that the account I use when signing into Power BI is treated as a public account and, therefore, blocks me from being able to take advantage of more advanced features that would become available when putting a ArcGIS map object on a report. Nevertheless, I have bookmarked the link that you sent so that I will have it for future reference. Thanks.
