I'm making an ArcGIS map visualization (photo below). I've specified that the max result at each location be used to size the bubbles, but it's not working because the bubbles (symbols) are all the same size. How do I make the bubble size scale with the max result at each location?
How do I show a legend? I don't see that option anywhere. I need a legend that shows the bubbles of various sizes corresponding to the max value at each location.

Make sure that the column in your database is not Data Type text. If it is, just change it to number. That should fix the issue.
If it's not the data type, go to your map click on the dropdown menu -> layer list -> (three dots) -> symbology -> map theme
Choose Size map.
In my case I am choosing symbology and size n colour but still values are showing same sizes.
