I'm trying to hide the dates in this matrix at the 2nd row level when expanded but keep the "header" dates.
The dates are the actual completion date and the due date of the overall project, so they do not apply to their "subrows".
How can I approach this?

in order to control what to show on each level, you can use isinscope function in your measure : 
example on how to use it : 
you have a matrix from 2 levels and
you dont want to show dates in the second level :
measure =
switch(
true() ,
isinscope( tbl_ name[col_name]) , blank(),
isinscope( tblname[col_name_lvl1]) , [calculations you want]
)
