If an end user provides many spreadsheets with data oriented horizontally instead of vertically (see image) is there any way to import this into Power BI?
Power BI seems to normally expect that a single column represents a single list of data values. In this case rows represent the lists of values.

import it in as is and then use the transformations in Power Query to transpose it / filter out blanks / pivot it - etc
