Any way to embed a dynamic Excel sheet into a PowerBi published report?

So I am in HR - and building a candidate talent database. 

There is a section for notes in the Table that I import from Excel, BUT with the table funciton, I cannot create a function where end users can add their notes on a candidate they see in my power BI report. 

I figured if I can have an excel sheet in there, they can somehow go in and edit it. 

I am open to ANY suggestions here 🙂 I looked at PowerApps, but I have huge bank of candidates (70k) so it doesn't make the PowerApps function workable. Worst case scenario is I create a link in PowerBi and have a VB script that can look up the candidates and then they can put int he notes in there, and then I have to sync the spreadsheet back up to populate the notes.
