Any other ways to get custom maps or map layers outside of ArcGIS for powerbi?

My organization is hoping to overlay our service territory over a map so that we can see where our customers are located. So far ArcGIS seems like the only path in Powerbi. However, ArcGIS will cost at minimum $500 and we'll need to get end users their own accounts. I'm hoping there's a simple solution that I may not be aware of. I have geoJSON files but I don't know if any other visual uses them.

Any guidance would be appreciated.

Do filled map and map meet your requirement? Or you can get custom map in market to have a try.

I need to be able to add custom map layers as shown below. Is this possible with Filled Maps? I'm looking into them but don't currently see the functionality.
