All values of columns not in the selected date

Hello

I have a table that contains a list of names, address, cellphone, and issue type. When i select the date filter it shows the list of names corresponding to that filter but I would like to see values that do not fall within the selected date filter. For example if i select 2021/07/01 i want to see values not belonging to that date selection. 

LIKE THIS LIST:

THIS IS THE ENTIRE DATASET:

IF I SELECT ANY DATE I SHOULD GET THE OTHER VALUES EXCEPT FOR THE ONE IN THE SELECTED DATE
