Aggregate in tooltips

How can I when I hover over Kenya, the tooltips of the map displays cs, ps? 

I thought of just adding "cs, ps" in the same cell,saying Col1 Kenya, however if I create a filter and i press on ps, the ps in Col1 Kenya will not appear.

You can unpivot those two column at first.

Then create a measure as below and put it to the tooltip.

Measure = CONCATENATEX(FILTER(yourTable,yourTable[Value]<>""),yourTable[Value],",")
