the database may have fact data at the detail level as well as tables containing aggregates of that detail data. The power BI tool can then determine which table to go against based on the query

I'd like some sample data and expected result to help use clarify your requirement and test to coding formula.
In my opinion, you can build relationship between two tables, then you can use category fields from summary table and detail table amount fields with 'summary mode' to achieve this requirement.
Work with aggregates (sum, average, etc.) in the Power BI service
