Adding an identifier column

I am cleaning the data set in power BI. I' have this table in power BI and I want to add a column identifier for the datasets (Identifer column) using Task and Content columns logic. any useful condition I can use?

Will you actually have text 2.1, text 2.2 etc. in the second column are are they just dummy entries?
