Add reference layer of elevation information and plot point data over it

I want to make a map of insured locations in flood prone region. The map should look like this: The base layer should be like a heat map which stores information of elevation. So color difference basically hold information of elevation change.

On this base map, I should be able to map my location points of customer data. This will clearly show which locations are vulnerable.

What I tried: I got elevation information DEM from some website in JSON format. The JSON file was imported to Power BI. Here is the problem I am facing. When I import JSON file to PBI, it is not a base layer, it rather looks like a point data and now I can't plot my customer data over it.

Where I am going wrong?

I know USGS earthexplorer is great source of elevation information. Can I use that anyhow?

@Tejassg have you looked at the ArcGIS map? I have to believe it has built-in elevation. See image below. Otherwise, can you publish a sample of the data you are getting from JSON? That said, you're still not sure that any other map visuals will give you what you want other than ArcGIS.

@Anonymous , There few options you have to check

ArcGIS should be a better fit

Looks like this is the only solution. The reason why this doesn't work for me is due to difference in the account type of Power BI and ArcGIS. I need to use organization's account (same as PBI). Also, my personal ArcGIS account won't work.

A workaround could be as mentioned in the link below:

Since I am not R user, this is not possible at this moment. But thought to add this link so that it will be helpful for other users who know R.

Thanks @Greg_Deckler. Here is sample code of JSON file. "type": "FeatureCollection", "features": [ {"type":"Feature","properties":{"elevation":"129.74","feat_code":"3020","status":"Unchanged","sub_code":"302000","source_id":"21302000001"},"geometry":{"type":"Point","coordinates":[-73.98256951739029,40.70191431011495]}} {"type":"Feature","properties":{"elevation":"39.10194804","feat_code":"3000","status":"Unchanged","sub_code":"300000","source_id":"21300000148"},"geometry":{"type":"Point","coordinates":[-73.98020660121956,40.70313319671336]}} I am expecting it will function like an additional layer on which I will plot my client data. So I tried using 'ARCGIS Maps for Power BI'. I am not able to paste here the snipe of how it looks. But it looks like points plotted on map.

@Anonymous OK, I have been looking at this and what I think you need is an elevation TopoJSON map of your area, I do not think that what you have is that or am I incorrect? If you can get a TopoJSON map file, you could use Shape map to display it.

@Greg_Deckler, you are right, the file is plain JSON, not ToPoJSON. If I have understood, I need to create ToPoJSON file and import it in PBI using "ArcGIS maps for power bi". right? In that case, it will become a layer on which I will plot customer locations.

@Anonymous Actually, I am not sure about ArcGIS and TopoJSON. TopoJSON absolutely works with the default Shape Map visual.
