Add member to Row Level Security Group

I went the Power BI Service to add members to a row level security group and it told me they moved the feature to Power BI Desktop but can't find anything talking about where to add members through the Desktop app. Does anyone have any ideas?

Row-level security roles and rules are defined in the Power BI Desktop, then you may publish the corresponding report to Power BI Service and add members to roles there. For further information, you may refer to the following links.

I was working on an already published report and then made the rls changes and then stupidly forgot to republish. 100% user error, thanks everyone for the help!
