Add index column based on conditions

I have a table with a multiple types of events and there is a sequence number for all events together. What I would like to do is create a column that looks at the each event individually and gives it an index number based on the sequence number. It basically a ranking within the Event category. 

 

How I would like it is below

Call_ID        Event_ID        Seq No                       Wanted Result (Index)

1                      1                    1                                            1

1                      2                    2                                            1

1                      9                    3                                            1

1                      4                    4                                            1

1                      1                    5                                            2

    Event Sequence = RANKX(FILTER('Key Events',
                                    'Key Events'[ID] = EARLIER('Key Events'[ID]) &&
                                    'Key Events'[EVENT_ID] = EARLIER('Key Events'[EVENT_ID])),
    'Key Events'[SEQUENCE_NUMBER])
