Accessing stored data within R visual

I have a visual created using R. Much of the data this needs is passed into it via the dataset. However, I have a need to access some other data which is static. Ideally, I would read this from a file using the R code behind the visual. Can the R code "see" any file location when it is running within the visual?

I don't know about loading from a file using only R but you can have static data in your regular dataset. You can load data to your dataset and exclude it from refreshing if you want it to be static. In the query editor right click on a query and uncheck Include in Data Refresh.
