in dashboard, Above graph is overlapping on export or focus mode option of below graph.

Hello @jay_patel select the bottom graph and go to format in top ribbon select Bring Front. Then those options will come front. 

This is called as Z-Order in Power BI and if you want to study more about it please look at the below link:
