AVERAGEX not giving expected result

Hi All

So i'm just playing around with averagex and im expecting the result to be 171 however im getting 1030 which is just all of the learner numbers added up.

Measure is

"average= averagex('Emp data',sum('Emp data'[Learner number]))"

EmployerLearner number
Paragon20
Davies40
Babbington60
Cube150
Miller10
Aviva750

I have shown as some examples of averagex formula.

AVERAGEX is commonly used to calculate data such as:

No. Employer Learner number
1 Paragon 20
2 Davies 40
3 Babbington 60
4 Cube 150
5 Miller 10
6 Aviva 750

7 Paragon 40

8 Miller 20

Average of Paragon = AVERAGEX(FILTER('Emp data', 'Emp data'[Employer]="Paragon"),'Emp data'[Learner number]) <---'30'

Average of Miller = AVERAGEX(FILTER('Emp data', 'Emp data'[Employer]="Miller"),'Emp data'[Learner number]) <---'15'

Please try these formulas below.

    average = AVERAGE('Emp data'[Learner number])

    averagex = AVERAGEX(FILTER('Emp data', 'Emp data'[Employer]="Cube"||'Emp data'[Employer]="Aviva"),'Emp data'[Learner number])

the average measur gives correct result.

Why is the averagex only filtering to two employers when there are more though?

I have shown as some examples of averagex formula.
