3 columns have 3 distinct values into bar chart

I have 3 columns of time ,budget and quality and all these 3 columns have 3 distinct values i.e. red, green and amber. I want to create horizontal bar chart

Like this and my table looks like this:

So the bar graph should tell the count of green,amber, red of Time in a single bar and same for budget and quality. 

How do I make this transformation ?

i think you can try unpivot columns

Unpivot columns (Power Query) (microsoft.com)

 

could you pls provide the sample data?
