It is possible to make my chart with 2 axises of same value i want to see of right side scale like on my picutre
i want to achieve effect like this or similiar

Sorry, there is currently no direct function to set two Y axis for the same value. You may submit an idea for this: https://ideas.powerbi.com/ideas/.
As a workaround, you can insert a text box to simulate a y-axis.
