100% Stacked Column Chart with a line

Is there a way to do a 100% stacked column chart with a line chart option in BI?  Something like below?  A constant line will not work...

This is our most common use of the Line & Stacked Column chart.  When we have data we need charted, and related data we need on an overlaying Line.  I have tables below for reference, and the 'Axis Value' is an active relationship.
