This looks like a Dataflow Gen2 ownership issue rather than a workspace role issue.
Even though you are Admin in the workspace, Dataflow Gen2 can still open in read-only mode if the dataflow is owned by another user. In your screenshot, the owner is Rahul R., while your account has workspace Admin access. So the workspace permission is there, but the item ownership is still with another user.
To take over the ownership:
