When I make a new Dataflow Gen2 connection, for the data destination options it shows all lakehouses for all workspaces, except for the workspace I'm currently working in. Even when I make the new connection directly from the lakehouse I want to use as the data destination it doesn't show up as the data destination.
How can this be fixed?

Definitely reach out to the support team by raising a support ticket if you are unable to see the lakehouses as destination within your Dataflow Gen2. They'll be the best to troubleshoot what could be happening.

For the second attempt you suggested, I think you can make another attempt.
I went along with the second attempt you suggested by first creating a Lakehouse and then creating Dataflow Gen2 in the Lakehouse.
As you can see in the two screenshots below it is possible to find the Lakehouse you built and get to the Data destination.

Unfortunately, that doesn't work. Although it does show the "My workspace", it's not showing the workspace I'm actually in.

Can you share some screenshots here please as I am not able to replicate this issue at my end?
I can clearly see Lakehouse as a destination while using Dataflow Gen2 at my end.

Please see screenshots below. If try "Choose destination target" I get this menu where it shows all the workspaces I have access to except the one I am actually currently in. Even when I started the dataflow GEN 2 by clicking "Get Data" in a lakehouse that is in the workspace I want to load it in.
In other words, I do see lakehouse as destination, but I think it did not select any specific lakehouse. And when I try to specify the specific lakehouse, I can specify any lakehouse in any workspace that I have access to, except the one that I am currently working in.
