I'm having an issue with a data flow refresh. This data flow has nine tables. Eight complete the refresh. The final table does not and I receive the following error:

Google tells me this is usually a gateway thing. However, this is a table that appears normally in the dataflows power query browser. If I make a change and save, it validates correctly. It is also a table that I use in the Power BI desktop app and publish to semantic model and it automatically refreshes without issues. The table is generated using an API query. For some reason the gateway is using a URL that gives a 404 error. I've set it to skip the test connection and I still get the error when trying to refresh. What else can I do?

You can try recreating the last table and testing the refresh:
Delete the last table in the Fabric, and then recreate it using the same API query.
Ensure that the API Query returns data correctly in the Power Query without any errors.
Save the data stream and try refreshing it to see if it completes successfully.
By recreating the table, you can eliminate refresh errors due to table structure or configuration issues.
If the problem persists, you may need to check the API or gateway configuration further.
Error 404 is a client-side problem that usually indicates that the requested URL cannot be found on the server.
