As of right now, it appears that the ability to tag an individual inside of the aforementioned Teams activity via rich formatting (i.e @exampleusername) isn't supported. You might be able to accomplish your goal of having a notification tag a specific person with Power Automate: How to mention tags, users, channels and teams using Power Automate • Tomasz Poszytek, Business Appl...
It is worth mentioning that the Teams Activity is still technically in preview, so this capability may show up one day. However, it wouldn't hurt to submit an official idea: aka.ms/FabricIdeas
Yes, there is a Teams activity you can add into a data pipeline. You can either send a message to a group chat or make a post in a Teams channel based on the success or failure of a pipeline activity. These messages can also be dynamic.

Thanks, do you know if it is possible to tag people? Or even tags that will in turn notify users within the teams tag/group.
Just posting onto the channel isn't triggering any notifications in teams.
