Creating a new workspace with an paid capacity did the trick for me. Not really a solution, but the only way to get it working and finish our customer project.
I'm getting the same for pipelines and dataflows in a F64 Fabric capacity. I submitted a ticket today. Creating a new workspace is not an option in my scenario.
"Failed to report Fabric capacity"
I wanted to provide an update regarding the ongoing issue with my Microsoft Fabric capacity.
I raised a support ticket with Microsoft, and the latest proposed solution was to reassign the fabric capacity back and forth. However, I've encountered some limitations on my side:
License Type: I am currently on a Premium capacity license, which does not include the feature to reassign fabric capacity. This reassignment capability is only available with the Fabric license.
Switching Licenses: Unfortunately, I cannot switch from a Premium capacity license to a Fabric license, as this decision is controlled by my company.
Given these constraints, my final approach will be to create a new workspace and migrate everything to this new workspace.
Please advise if creating a new workspace works for you. Currently, creating a new workspace is disabled for my account. If it works for you, I will request to have it enabled for my account. Thanks
creating a new workspace is work for me
you might consider to reassign fabric capacity if you have the access as well
I got the same error:
Error code: 500
Failure type: User configuration issue
Details: Failed to report Fabric capacity.
Activity ID: f964510d-37b7-4c30-b557-993f1d7c5078
I also got this error:
Error
Operation on target <Copy data name> failed: Failed to report Fabric capacity.
However, the output .JSON file was created successfully.
I made another "Copy data" process to output to another file on the same folder, and got the same error and result. I have never changed my password.

Hi all, we are getting the same error "Failed to report Fabric capacity error". The copy data pipeline is in a workspace with F2 capacity. The surveymonkey request is as tiny as it gets, just two entries...does anyone know what the problem is, and how we can resolve this?

Hi, this issue haven't resolve from my side, I have raise a ticket week ago, they still looking into the issue.
Hi! did they solve the problem? We also are struggeling with this..
Yea, we reached out to MS support. It was basically due to changing the password to the account. You have to re-save the pipeline in order for it to work.
We also got it today first time ever, when running ETL.
We have proper Fabric capacity setup @v-yilong-msft .
Hi @junshou-leow ,
First of all you have mentioned that Workspace has been assigned to premium capacity, but you also need to make sure that your user account has the permissions needed to run data pipelines in premium capacity.
The second thing is that you are getting an error when you try to convert from Premium capacity to Fabric capacity, as you can see from the Detail in your picture. So I think you need to understand the relationship between them. You can check this topic: Microsoft Fabric vs Power BI Premium Capacity - Microsoft Fabric Community

I'm getting the exact same error message on my data pipeline. I have an itty-bitty F4 Fabric capacity but all I am trying to do in the data pipeline is run two notebooks in succession.
How would I make sure that my user account has the permissions needed to run data pipelines in my capacity? I'm the admin on the capacity and workspace. I wrote the notebooks and I made the data pipeline. What further permissions would I need exactly to run my data pipeline? How do I even check my user account permissions?
