Developers not able to Create a Notebook

we have a handfull of developers with a PPU License in a workspace with an F64 SKU who are unable to create a Notebook. When the users go to the '+ New', Notebooks are not listed as an option and they recieve a blank/empty result set when using the Search. For testing purposes, this group has had their Role set as high as Member and Contributor and still do not have the option or ability to create a new notebook.

Hi @IcaruzRizing, it could be a couple of things.

  • Check if the workspace is attached to a Fabric Capacity. A PPU license does not automatically add capabilities to create Fabric items as these require Fabric-level compute.
  • You already checked the users have at least contributor role.
  • Check the tenant settings and check for "Users can create Fabric items". This settings might be assigned to specific group of which the developers or not member.

Hi @IcaruzRizing

Looks like you got a Fabric F64 capacity and your workspace is granted access to consume the Fabric capacity. However, the users may not have been granted permission to create Fabric items. So, when they click the "+ NEW" they can't find Notebook - which is classed as a Fabric item.

You'd need to enable Fabric to your users, your Fabric admin can do that.

In your tenant, you can enable Microsoft Fabric for:

  • The entire organization - In most cases your organization has one tenant, so selecting this option enables it for the entire organization. In organizations that have several tenants, if you want to enable Microsoft Fabric for the entire organization, you need to enable it in each tenant.

  • Specific security groups - Use this option to enable Microsoft Fabric for specific users. You can either specify the security groups that Microsoft Fabric will be enabled for, or the security groups that Microsoft Fabric won't be available for.

Follow these steps to enable Microsoft Fabric for your tenant.

  1. In the Power BI portal, navigate to the tenant settings in the admin portal and in Microsoft Fabric, expand Users can create Fabric items.

  2. Enable the Users can create Fabric items switch.

  3. (Optional) Use the Specific security groups option to enable Microsoft Fabric for specific users. You can also use the Except specific security groups option, to exclude specific users.

  4. Select Apply.

It is documented in this URL
