Am I able to utilize any of these tools without a "Workspace"? I don't have a paid license, just the free one, which doesn't allow workspaces. I can't seem to create anything in Data Engineering without creating a workspace.

Workspaces are indispensable for utilising data engineering tools in Microsoft Fabric. These workspaces must have a capacity assigned to enable their functionality.
The F2 capacity is subject to certain limitations when compared to Premium or Fabric capacities, which provide comprehensive data engineering features.
The ability to create items under trial capacity suggests that the F2 capacity may not have been correctly assigned to the workspace, or that F2 capacity lacks support for certain features. The trial capacity is designed to allow users to temporarily experience the full capabilities of Microsoft Fabric, beyond what the F2 capacity can offer.
To resolve the issue, it is recommended to consult your organisation’s IT or Power BI administrator. They can verify and ensure that the F2 capacity has been appropriately assigned to the workspace intended for use.
If the F2 capacity is inadequate to meet your requirements, we suggest upgrading to a Premium or Fabric capacity to unlock all the data engineering functionalities offered by Microsoft Fabric.

How can I move the workspace to the F2 capacity instead of the trial? Does my administrator have to do it?

Not just a workspace. It also needs to be on Premium or Fabric capacity.
My org has F2 capacity. Seems to only let me create things on trial capacity though.
