How to convert an active relationship to inactive relationship? 

Using any dax

use CROSSFILTER() in your CALCULATE codes.

 

for example:

the data model:

1) write two measures:

 

SalesMeasure = SUM(Sales[Sales])

SalesMeasureCrossFilterNone = 
CALCULATE(
    SUM(Sales[Sales]),
    CROSSFILTER('Product'[Product],Sales[Product],None)
)

 

 

2) plot a table with two measure and the Product column from Product Table

you see, the relationship is inactive.
