maybe uts simple in DAX but i'm new at this :
how can I sum a column from table A and filter the results where a coulmn from table B is not blank

Providing sample data and describing the model and relationship would be ideal to get the answer quickly. Please try the following.
Measure = Calculate(sum(TableA[Column]), TableB[Column] <> Blank() )
