smart narrative producing no results, but same measure works in table or card

I have the following measure that will return either Low, Medium or High from a column in a table:

VAR CountRange =

SWITCH(

    TRUE(),

    [Account Selection Count] >= 3 && [Account Selection Count] <= 8, "3-8",

    [Account Selection Count] >= 9 && [Account Selection Count] <= 12, "9-12",

    [Account Selection Count] >= 13, "13+",

    BLANK()

)

VAR AcctConfidenceRating =

CALCULATE(

        MIN('Confidence Rating'[Confidence Rating]),

        TREATAS({(CountRange, [Renewal Interval Match])}, 'Confidence Rating'[Count Range], 'Confidence Rating'[Renewal Interval Match])

)

Return

AcctConfidenceRating

If I use this measure in a card or table it works fine, but when i add it to a text box as a smart narrative it is blank and gives me the following message:

current data and filters produce no result for this value.
