is there a way to compute this 

Total Corporate = 48 

Formula : Total Corporate / Average( first 3 weeks in the running 12(weeks) )

not so sure about the request. could you elaborate it?

Have a look at the WINDOW function, you should be able to do an AVERAGEX over that.
