measure delivery on time in variable time zone

I want to measure the quote for the delivery on time and for each customer. The borders, when a delivery is on time, are variable.

For example: All deliveries, who 3 days too early and 1 day too late, are ok. 

Can someone help me with the problem?

My idea is to define 2 variables. but i don´t know how I should do it.
