implement algorithm with DAX

I have some use case and think if it is implementable inside Power BI with DAX?

Each job title has specific minimum competence requirements for each level (1-low level; 2-medium leve; 3-high level)

Then each person is evaluated for each competence by his manager.

The algorithm has to automatically calculate job title level which to assign to each employee.

For example, John job title result "Developer 2", because he does not have sufficient "Planning" skills for Developer 3. Because he does not meet the all of the minimum requirements, the highest job title he can get is "Developer 2".

There can be different requirements for different job titles, e.g. Developer vs. Salesman.

I think it's possible, but what about your table structure? Are there two tables in the picture or one table? Can you share more information?

It makes it easier to give you a solution.

Firstly, unpivot your job tilte table

then create a dimension table of job levels and add sorted index

then create a measure to get the maximum level of which all competence requirements are less than the employee's artributes.
