I'm trying to add a column that that takes Ext Retail value (row level) and divides it by the sum of Ext Retail column value.
For example, the first row of $5007/$138,626 should return 0.03611. I tried a measure and calculated column but getting 1.00.
Any suggestions?

Try this:
Measure = SUM(TABLE[Ext Retail]) / CALCULATE(SUM(TABLE[Ext Retail]), ALL(TABLE[ITEM ID]))
