*URGENT* Historical Trend Line Graph showing total count for work outstanding

Hi There,

 

I have 2 Tables. A Dates Table and a Table where all my data is held called Base_Pivot. There are a bunch of columns in the Base_Pivot Table but the main ones i need looking at for this query is the 'Workflow Step Number', 'Incoming On' and 'Started On' columns. The Incoming On and Started On are dates and the workflow step number is what the count will be based upon. At the moment, all i can get is a total count for work outstanding currently but not historically and any time i try, the line graph just gives a straight line regardless of the months and years shown and gives the number as of today (e.g. figure is showing 15,000). I need a historical trend measure that will allow me to see what that 15,000 count of workflow step numbers was last week, or last month or last year so i can get a trend going back if that total count increased or decreased etc. I have attached a snapshot of sample data below.

I would want to know at whatever point in time i select through a slicer or filter, that i would be able to see those pieces of work that were outstanding in that point in time. The dates Table has loads of different time periods like month, year, financial year etc but THEDATE is what can connect the two tables and what the measure should be based upon from the Dates Table.

Above are the Dates table and Base_Data table. The Dates table is a sample of some of the dates and how it would be formatted. The Base_Data table is a sample small size but the main file will give over 12,000 count. The incoming_on date is what the focus would be to find out over time what was 'incoming' at those points in time
