It is not enough for your table 2 to have a region column, table 2 should also have a country column so that it can be compared with the country column of table 1.
Table1
Table2
Then you can create visual level measure.
Measure = IF(MAX('Table1'[Country]) <>MAX('Table2'[Country]) ,1)
