True/false measure not giving total

What do I need to do to have a correct total on the highlighted table? It should be 7.

You need to add up the individual values, not compute the whole thing at the aggregate level. Try

Active GA+1 =
SUMX (
    VALUES ( 'Table'[Sales partner code] ),
    IF ( [Gross Addition Daily] >= 1, 1, 0 )
)

where 'Table'[Sales partner code] is the column you are grouping by in the matrix
