String = "David, John, Ali, Simon, Felix, Andy"
Answer measures will be
Person1 = David
Person2 = John
Person3 = Ali
Person4 = Simon
Person5 = Felix
Person6 = Andy

I am not sure what is the idea behind creating measures from string, but, you can do so using the Tabular Editor. Please refer to this snippet.
