@DW868990 , Measure seem fine to use that as the visual level filter and check for not blank
or try like
Sales (Return when 2 selected only) =
VAR CountryCount = CALCULATE(DISTINCTCOUNT(Sales[Country]), ALLSELECTED(Sales))
VAR Result = IF(CountryCount = 2, [Sales], BLANK())
RETURN
