Same DAX formula not providing correct result

Good day, 

 

 I have exactly same DAX for Var and Total cost to provide the best plant. When used Var cost plant is not correct vs Total cost where result is as expected.

 

LOCATION = VAR MinPrice = CALCULATE ( MIN(COST[TOTAL_COST]) )

RETURN CALCULATE ( MIN ( COST[LOCATION]), FILTER ( ALLEXCEPT ( COST, COST[LOCATION]), COST[TOTAL_COST]= MinPrice ) )

issue was two $ values are equal and seems BI pulled first in line value instead correct one
